507.01: Temporary Use of Campus Facility

1. The use of institutional facilities by others for 30 days or less shall be compatible and in support of the mission, functions, and objectives of the institution. The President shall establish criteria for temporary facility use to ensure compatibility. The President or designee shall have the authority to establish insurance requirements and appropriate fees.


2. The use of institutional facilities by others for a period longer than 30 days shall be covered by a lease approved by the State Board of Education.


3.Reservation of College Facilities by Classes or Groups Affiliated with the College 

In order to reserve a classroom or other space on an Enterprise State Community College campus, the student, employee, student organization sponsor or other affiliated representative shall obtain the appropriate facility usage form from the switchboard.  They shall complete the form and submit their request to the switchboard operator. Requests must be made with at least 48 hours notice. 


The college may charge appropriate fees for equipment or facilities to individuals who are not members of the campus community. Security fees may be imposed to offset the actual costs of providing security when the size of the audience may pose a safety concern. The college may charge fees for cancellations not made at least 48 hours prior to the event. 


Facilities are for use only during normal operating hours or as otherwise agreed upon by the appropriate college staff.  Individuals may request to reserve college facilities on a first-come, first-served basis. These requests may be denied for the following reasons:

  1. The requested venue is an indoor facility that the college has designated as not available;

  2. The venue is already reserved for another event ;

  3. The activity will attract a crowd larger than the space can safely contain;

  4. The activity will substantially disrupt college operations (including classes) or another event being held in a nearby area;

  5. The activity is a clear and present threat to public safety, according to the college’s police or security department;

  6. The activity will occur during college examination periods or when the college is closed;

  7. The activity is unlawful. 

During an event, the student, student organization, or college employee requesting the reservation is responsible for preserving and maintaining the facility it reserved. If it causes any damage to those facilities, the person(s) or organization (and its officers, if applicable) shall assume responsibility.


When reviewing a request to utilize campus facilities, the college will not consider the content or viewpoint of the expressions or the possible reaction to that expression. The college will not impose restrictions on students, student organizations, or college employees due to the content or viewpoint of their expression. In the event that other persons react negatively to an approved expressive activity, college officials (including college policy or security) shall take all necessary steps to ensure participant safety while allowing the expressive activity to continue. No indoor areas or facilities are available for spontaneous expressive activities. All spontaneous expressive activity must held outdoors in accordance with Expressive Activity Policy 224.01
