Section 900: Institutional Effectiveness

900.01 Planning and Evaluation

Enterprise State Community College engages in ongoing, integrated, and institution-wide research-based planning and evaluation processes including:

  • systematic review of institutional mission, goals, and outcomes
  • continued improvement in institutional quality based on the analysis of the results in its educational programs, administrative support services, academic/student support services, and community/public service programs
  • demonstration that the institution is effectively accomplishing its mission reflected by progress made on the strategic plan

901.01 Review of College Mission Statement

Enterprise State Community College develops and publishes a mission statement, vision statement, and a list of institutional values that are appropriate for the institution. In accordance with Alabama Community College System policy, the College’s mission statement will be submitted for approval every two years.

903.01: Instructional Program Review

Program reviews are conducted on a rotating basis which ensures each program is reviewed at least once every five years. 


For career and technical programs, Program Directors and relevant faculty members complete the review.  Each program director completes the Comprehensive Program Review to provide in-depth information including, but not limited to, program description, program background, curriculum design, faculty needs, program costs (including equipment and facilities), occupational demand and median pay, student job placement, as well as strengths and weaknesses of the program. The review concludes with an action plan for each program.

 

The general education/academic transfer program (AA/AS) review is conducted in much the same way as career and technical education programs outlined above. However, the charge for this responsibility in AA/AS program reviews falls to the General Education Assessment Subcommittee. This committee includes representatives from each of the College’s divisions which deliver general education courses.


The final Comprehensive Program Review is submitted to the Dean of Instruction for review and final program viability determination. The Dean of Instruction presents his findings to the President’s Council and notifies the program/division director with the final program determination. Any follow up recommendations or action plans required by the program/division director are due to the Dean of Instruction within six months of the final notification.


904.01: Substantive Change Policy

Enterprise State Community College is accredited by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). In accordance with the SACSCOC Principles of Accreditation, Section 14.2: Substantive Change, the College should follow substantive change procedures established by the Commission and "notify the SACSOC of changes in accordance with the substantive change policy and, when required, seek approval prior to the initiation of changes." 


Substantive changes can include, but are not limited to:

  • Any change in the established mission or objectives of the institution 

  • Any change in legal status, form of control, or ownership of the institution 

  • The addition of courses or programs that represent a significant departure, either in content or method of delivery, from those that were offered when the institution was last evaluated 

  • The addition of courses or programs of study at a degree or credential level different from that which is included in the institution's current accreditation or reaffirmation.

  • A change from clock hours to credit hours

  • A substantial increase in the number of clock or credit hours awarded for successful completion of a program 

  • The establishment of an additional location geographically apart from the main campus at which the institution offers at least 50% of an educational program.

  • The establishment of a branch campus 

  • Closing a program, off-campus site, branch campus or institution 

  • Entering into a collaborative academic arrangement that includes only the initiation of a dual or joint academic program with another institution 

  • Acquiring another institution or a program or location of another institution 

  • Adding a permanent location at a site where the institution is conducting a teach-out program for a closed institution 

  • Entering into a contract by which an entity not eligible for Title IV funding offers 25% or more of one or more of the accredited institution's programs


Certain substantive changes require prior notification to the SACSCOC. Other substantive changes require submission of a substantive change prospectus prior to implementation of the substantive change. A substantive change may also require on-site committee reviews by the SACSCOC. 


In consultation with the SACSCOC policies and staff members, the Accreditation Liaison determines the applicability of the SACSCOC Substantive Change policy to the activities described above. The Accreditation Liaison will consult with the President and Deans before preparing or submitting any documentation to SACSCOC regarding substantive changes.



905.01: Institutional Effectiveness: Institutional Management Plan

1. Institutional Management Plans

Each institution of the System shall develop a three-year institutional management plan. The plan is to be submitted by each institution to the Chancellor on or before the date determined by the Chancellor. 


2. Plan Components

Each institution will report on its plans for change or improvement, provide evidence of evaluation, and show how evaluation results are being used for improvement in various prescribed college components. 


3. Plan Evaluation

The Chancellor shall report to each institution a summary evaluation of each institution’s institutional management plan.
