Campus Police

Mission Statement

To achieve true success, the ESCC Campus Police Department will maintain the confidence and respect of the campus community it serves. ESCC Campus Police are competent officers who can accomplish this mission by performing their duties in an efficient, honest, and professional manner. Officers will exhibit exemplary conduct to satisfy the College community’s expectations that the ESCC Campus Police Department is an important advocate of campus community wellness.

The ESCC Campus Police Department is committed to protecting, preserving, and safeguarding the Constitutional and civil rights of all citizens through impartial and courteous law enforcement services.

Security Of and Access to Campus Facilities

Enterprise State Community College is committed to providing a safe and secure environment for all members of the campus community. This commitment is evidenced by the fact that ESCC employs a police force which is on duty anytime the college is open for business.

Campus facilities are locked and unlocked by the Campus Police according to the normal operational hours of the college and scheduled facilities usage. Normal operating hours are:

Enterprise Campus

7:00 am - 11:00pm Monday-Thursday

7:00 am - 4:30pm Friday

 

Ozark Campus

6:00 am - 12:00am Monday-Thursday

6:00 am - 9:00pm Friday

NOTE:  These hours are subject to change depending on class scheduling.  Buildings not scheduled for classes or a special event are closed.

As a rule, no one should be in college buildings after normal operational hours. Campus Police have been instructed not to open buildings or allow students to remain in buildings after hours.

Campus Law Enforcement Policies and Procedures

The following law enforcement policies are in effect at Enterprise State Community College:

  1. Staffing will consist of one Chief, Police Officers, and Security personnel.
  2. Police Officers must be certified by the Alabama Peace Officer's Standards and Training Commission, be graduates of a certified police academy, and possess all powers vested in Alabama peace officers.
  3. The Chief must ensure personnel assigned to the Department of Campus Safety and Security maintain currency in their assigned responsibilities. This includes but not limited to, formal in-service training.
  4. Police officers must patrol the campus by vehicle and on foot during their assigned shifts.
  5. The Chief will promulgate, review, and update as necessary written procedures relative to investigating and reporting campus incidents involving safety and security.
  6. The Campus Police must be equipped with transportation and communication devices necessary to receive reports of and respond to safety and security conditions.

Procedures internal to law enforcement activities, are contained in the Safety and Security Rules and Regulations. This document contains detailed policies and procedures relative to:

  1. The protection of constitutional rights.
  2. Enforcement of institutional regulations
  3. Enforcement of state and local laws
  4. The reporting of safety and security hazards
  5. The public relations aspect necessary to the Campus Police in dealing with campus and community members
  6. The use of firearms
  7. Investigations
  8. Arrests
  9. Court attendance

Campus Policies

Possession, while on ESCC-owned or controlled property, of firearms, ammunition, explosives, fireworks, or other dangerous instrumentalities are prohibited; exception-law enforcement officers legally authorized to carry such weapons and officially enrolled in classes or acting in the performance of duties or an instructional program requiring firearms equipment.

Possession, sale, and/or consumption of alcoholic beverages or non-prescribed, controlled drugs, being under the influence of alcoholic beverages or non-prescribed, controlled drugs unauthorized manufacture, sale, delivery, or possession of any drug or drug paraphernalia defined as illegal under local, state, or federal law, while on any College property or at a student or ESCC-sponsored function is strictly prohibited. Campus Police has a strict Zero Tolerance policy.

Drug and Alcohol Free-Campus

As required by Section 22 of the Drug Free Schools and Communities Act of 1989 (Public Law 101-226) and in recognition of this institution's responsibility to serve as a beneficial influence on its students, its employees, and the community at large, Enterprise State Community College is designated as a drug and alcohol free campus and will comply with all the provisions of Public
Law 101-226.

  1. The College expects its students and employees to obey all federal, state and local laws concerning the possession, use, distribution and sale of alcohol and illegal drugs and will consider violation of such laws as grounds for appropriate sanctions up to and including expulsion of students and termination of employees when such violations occur on our campus or during an activity officially approved by ESCC.
  2. ESCC also expects its students and employees to be aware that such violations of law are subject to penalties including fines and imprisonment and that, when appropriate, ESCC will refer to the appropriate enforcement agency any employee or student who is in violation of such laws.
  3. ESCC also expects its students and employees to be aware that abuse of alcohol and illegal drugs has serious negative consequences to the health of the abuser including, but not limited to, cardiovascular disease, liver failure, and death.
  4. ESCC expects its students and employees to be aware that they may seek information about drug and alcohol abuse and may seek aid in the form of referrals to appropriate treatment programs and support groups by contacting Student Success at Snuggs Hall, phone number (334) 347-2623 Ext. 2293.
  5. ESCC reserves the right to require employees and students who violate the statutory laws or policies of the college concerning alcohol and drug abuse to take part at their own expense in an appropriate counseling or treatment program as a condition of continued enrollment or employment at the college. ESCC also reserves the right to establish a program of early intervention in cases where employees are exhibiting behavior normally associated with alcohol or drug abuse.
  6. Nothing in this policy may be construed in such a way as to deny any students or employees their rights to due process or any other constitutional or civil protection, nor should anything in this policy be construed in such a way as to conflict with statutory law.

Crime Prevention, Emergencies on Campus, and Crime Reporting

No amount of police, lighting or electronic security measures can ensure your safety. The ultimate responsibility for your safety rests with you. Use common sense and precautions for your safety on and off campus. Report incidents and suspicious activity to police.

The Campus Police regularly send safety and security bulletins on the protection of personal property and current crime statistics. Officers regularly conduct safety and maintenance surveys that have led to improvements on campus.

Campus Police offers several training opportunities throughout the year. The training courses include, Crime Prevention, Impaired Driving, Stop the Bleed, Civilian Response to Active Shooter Events, and R.A.D. Rape, Aggression, Defense; self-defense for women only. The dates for these classes are announced on the College website, social media and email to the campus community.

ESCC issues notifications of emergencies and timely notifications through the Alertus Notification System. Alertus notifications are received by desktop override notifications, campus television override, social media push notifications, and smart phone notifications. Members of the campus community are able to download the smartphone application free of charge. The instructions for the download is available at www.escc.edu/campus-policesecurity/.

ESCC Campus Police has several ways to receive notifications of crime, accidents, and suspicious activity on campus.
